Developed in partnership with Wilhoit Properties, Summit Contracting Group, and Zimmerman Properties & Construction

ATLANTA — On Sept. 11, Atlanta Housing joined development and construction partners, community leaders, residents and supporters to celebrate the grand opening of The Flats and Villas at Stone Hogan, marking the completion of a transformative redevelopment that brought 448 new affordable homes across two distinct residential communities to Atlanta’s Greenbriar neighborhood. The ribbon-cutting ceremony commemorated the completion of construction one year ahead of schedule and the official opening of the new multi-phase community.

The project was developed through a partnership among Atlanta Housing, lead developer Zimmerman Properties & Construction, architect Dynamik Design and general contractor Summit Contracting Group. The property manager for Stone Hogan is Wilhoit Properties. The project received capital support from Invest Atlanta, Georgia Department of Community Affairs (DCA), Raymond James, ATEP, KeyBank and Bank of America.

“I had the opportunity to work on the redevelopment of The Villas at Stone Hogan during my time on City Council, and now, as Mayor, it is an honor to see that work come full circle with a total of 448 affordable homes for this community,” said Atlanta Mayor Andre Dickens. “This development represents the intentional, community-centered investment we need as we push toward our goal of building and preserving 20,000 affordable housing units across Atlanta. It also reflects the work we are advancing across south and west Atlanta through our Neighborhood Reinvestment Initiative by ensuring that growth, resources and opportunity reach the residents and neighborhoods that need them most.”

“This is just a real moment that we can talk about what opportunity really means, and it starts with housing. You took a homeless child that was living in a shelter, downtown Atlanta, all it took was housing. And now I have a master’s degree, my son’s a student at Morehouse, my daughter graduated from college and we’ve eradicated poverty out of our family.” said District 11 Councilmember Wayne Martin.

The redevelopment transformed a long-vacant parcel into a vibrant residential community designed to provide affordable housing while creating opportunities for residents to connect and thrive.

“The transformation of Stone Hogan is a powerful example of what can be done when we pair an ambitious vision for affordable housing with committed partners and a focus on the people who will call these homes their own” said Terri M. Lee, President and CEO of Atlanta Housing. “We are so proud to deliver 448 quality homes while creating a community that supports residents at every stage of life. Stone Hogan is a monumental investment in the future of the Greenbriar neighborhood, and it represents Atlanta Housing’s continued commitment to creating communities where affordable housing is paired with opportunity, quality of life and long-term success.”

The Villas at Stone Hogan feature 192 senior-friendly apartments, including elevators and green spaces designed to support accessibility, comfort and quality of life for older adults. The Flats at Stone Hogan include 256 family apartments, with homes ranging from one to three bedrooms.

“The Villas at Stone Hogan continues this Administration’s affordable housing and neighborhood reinvestment progress,” said City of Atlanta Chief of Staff, Courtney English. “My work with this community began before joining the city, making it all the more meaningful to help bring this development across the finish line.”

In addition to creating affordable housing, Stone Hogan served as a key workforce development site through Atlanta Housing’s partnership with the Georgia Building Trades Academy (GABTA) YouthBuild Program. Since 2022, Atlanta Housing has partnered with GABTA YouthBuild to connect residents and other low-income individuals throughout Atlanta with meaningful career opportunities in the construction industry.

Thanks to a partnership with development partners Zimmerman Properties and Summit Construction Group, Stone Hogan became a major YouthBuild training location. The Stone Hogan development provided participants with direct exposure to the daily operations of a large-scale affordable housing construction project. Over an 11-month period, 15 participants, including several Atlanta Housing residents, gained hands-on experience, industry exposure and practical knowledge of construction trades.

The experience culminated in a visit to Summit Construction Group’s corporate headquarters, where participants learned about project management, estimating, administration and executive leadership functions within the construction industry. The program demonstrates Atlanta Housing’s commitment to leveraging its affordable housing developments to create career pathways and economic opportunities for residents and community members.

“This project demonstrates what is possible when strong partners come together with a shared commitment to deliver high-quality affordable housing through utilizing extensive research, knowledge, and planning” said Christopher Myrick, Project Manager for Summit Contracting Group.

Zimmerman Properties & Construction highlighted the collaborative effort required to transform the long-vacant property into a completed residential community.

“Stone Hogan reflects the power of collaboration in a big way. This is truly a community that is built to stand the test of time”, said Bob Davidson, Chief Financial Officer and Chief Operating Officer at Zimmerman Properties & Construction. “From the initial vision through construction and completion, our partners remained focused on delivering a community that is safe, sustainable, accessible and connected to the surrounding neighborhoods. We are honored to have contributed to this important investment in Greenbriar.”

“For families and individuals, developments like Stone Hogan means ensuring that Atlanta’s continued growth does not come at the expense of affordability”, said Dr. Eloisa Klementich, President and CEO of Invest Atlanta. “Investing more than $75 million in the Greenbriar neighborhood is about more than creating places to live, it’s about meeting the needs of residents, building stronger communities and laying the foundation for long-term economic vitality across our city.”

Through partnership with Star-C, Emory University, Morehouse College and local healthcare providers, residents will have access to resources, including free health screenings, nutrition classes, after-school programming and community gardens.

Expanding affordable housing across Atlanta requires collaboration and a shared commitment to investing in our neighborhoods,” said Al McRae, President, Bank of America Atlanta. “Bank of America’s support of the Stone Hogan development is an example of how public-private partnerships can work for our seniors, working families and the future of our city.

The Flats and Villas at Stone Hogan reflect Atlanta Housing’s commitment to creating communities where quality affordable housing serves as a foundation for economic mobility, connecting residents to opportunities for education, workforce development, financial empowerment and long-term success.
