Developed in partnership with Hunt Companies, Pennrose, LLC and Oakwood Development Group, the new mixed-income community advances affordable housing and community investment on Atlanta’s Westside.
ATLANTA — Atlanta Housing and its development partners Hunt Companies, Pennrose, LLC and Oakwood Development Group celebrated the grand opening of Legacy at Herndon Square with a ribbon-cutting ceremony, signifying a major milestone in the continued revitalization of Atlanta’s Westside.
Legacy at Herndon Square is a 201-unit mixed-income community providing modern one-, two- and three-bedroom apartment homes for families and individuals across a range of income levels. The community is the second phase of the master-planned Herndon Square redevelopment of the former Herndon Homes community.
“The Herndon name carries a powerful legacy in Atlanta and the grand opening of The Legacy at Herndon Square continues that heritage and the inspiring story behind how we got here today and the next chapter we will see,” said Atlanta Mayor Andre Dickens. “This neighborhood showcases what we can achieve when we work together on the group project that is Atlanta and how we all are helping more Atlantans access affordable, safe and quality housing while creating A City of Opportunity for All.”
Atlanta Housing contributed $16,500,000 to the second phase of the redevelopment.

When all phases are complete, this redevelopment will represent a $176 million investment in Atlanta’s Westside, including more than $43 million from Atlanta Housing. More importantly, it represents new opportunities for the families who will call this community home,” said Atlanta Housing President and CEO Terri M. Lee. “We are grateful to all of our partners, including Pennrose, the U.S. Department of Housing and Urban Development (HUD), and Atlanta Mayor Andre Dickens, whose leadership has helped drive historic investments in affordable housing and neighborhood revitalization across our city.”
“Legacy at Herndon Square represents years of partnership and an unwavering commitment to ensure long-time Westside residents have a place in Atlanta’s bright future,” said Will Eckstein, Regional Vice President at Pennrose. “The master plan will serve as a national model for how thoughtful, cross-sector collaboration can deliver high-impact housing solutions that transform neighborhoods, improve quality of life, and expand economic opportunities.”
The $77.9 million Phase II development includes 170 affordable housing units, 30 market-rate units and one manager’s unit. Residents have access to amenities including a community room with kitchenette, fitness room, computer lab, wellness suite and professionally managed resident services.
The community is located near major employment, education and transportation destinations, including Georgia Tech, the Westside BeltLine Connector Trail and Downtown Atlanta.
Construction began in spring 2024 and was completed in spring 2026. Financing partners included Atlanta Housing, Grandbridge and Truist, while Capstone Building Corp. served as general contractor.
