$544.6M allocated to expand housing opportunity, resident services, development pipeline, and overall impact for the City of Atlanta
ATLANTA – The Atlanta Housing Board of Commissioners voted unanimously today to approve a $544.6 million balanced budget for Fiscal Year 2027, positioning the agency to close out its five-year Strategic Plan while strengthening housing access, accelerating development, and expanding resident services.
The FY 2027 budget reflects measured, responsible growth aligned with Atlanta Housing’s long-term priorities. In addition, Atlanta Housing anticipates closing on 27.3 acres of development land, representing 98 percent of its target, including sites and development phases across Bowen, Herndon, Johnson Road, Thomasville, and the Civic Center, further advancing the city’s affordable housing pipeline.
“Following approval by our Board of Commissioners, this budget reflects both the discipline that guided us through uncertainty and the bold action required to meet the moment,” said Terri M. Lee, President and CEO of Atlanta Housing. “It allows us to stay laser-focused on successfully closing out our five-year Strategic Plan, delivering housing stability, expanding opportunity, and preparing Atlanta Housing for what comes next. Through this investment, we are not only keeping families housed, we are creating pathways to economic self-sufficiency and independence.”
More than 84 percent of the FY 2027 budget is dedicated directly to Atlanta Housing’s mission, supporting housing assistance, development, and resident services, placing the agency among the most mission-focused organizations in its field. The budget makes significant investments in Atlanta Housing’s Resident Renaissance framework and vision to lift families to economic independence.
Key budget investments include:
Expanding housing assistance: $315.8 million will support housing assistance and operating subsidies for an estimated 22,749 households, helping to ensure stability for low-income families, seniors, and residents at risk of homelessness.
Creating and preserving affordable housing: $144.2 million is allocated to housing development and revitalization, advancing progress toward the agency’s commitment to create or preserve 10,000 affordable housing units by the end of FY 2027. With this budget, Atlanta Housing is on track to fully achieve that goal.
Increasing resident opportunities through Resident Empowerment: $3.4 million will expand resident services through strengthened wraparound services that help families build skills, increase income, and move toward economic independence.
Investing in long-term housing stability: The FY 2027 budget includes significant investments in RAD conversions across five Atlanta Housing-owned properties, improving living conditions for residents while ensuring long-term financial sustainability and compliance with federal requirements.

Fiscal Year 2027 marks the final year of Atlanta Housing’s five-year Strategic Plan. By the end of the fiscal year, the agency is on track to create or preserve more than 10,000 affordable housing units, increase voucher utilization to 90 percent, expand pathways to homeownership through down payment assistance, and scale resident services through the Resident Renaissance framework.
At its core, the FY 2027 budget reinforces Atlanta Housing’s belief that housing is not the destination, but the foundation. Through strategic investment, the agency is working to lift families toward economic mobility while creating opportunity for future residents.
