Yesterday, Atlanta Housing celebrated a monumental step forward with the groundbreaking of The Proctor, a visionary mixed-income, mixed-use development in the historic English Avenue neighborhood. This $55.6 million investment represents far more than bricks and mortar—it’s a commitment to creating lasting, quality affordable housing for Atlanta’s residents.

 The Proctor is a collaborative achievement made possible by Atlanta Housing’s first-of-its-kind partnership with Windsor Stevens, alongside support from Mayor Andre Dickens, Congresswoman Nikema Williams, Councilman Michael Julian Bond, and vital stakeholders such as Goldman Sachs, Invest Atlanta, HUD, AUDC, and others. This 8-story Class A luxury development exemplifies how public-private cooperation can deliver equitable housing solutions while supporting economic inclusion and mobility.

What makes The Proctor unique is its approach to affordability and inclusivity. Of the 137 residential units, 41 are reserved exclusively for AH Housing Choice Voucher (HCVP) participants guaranteeing affordability for at least 30 years. These units will serve households earning at or below 80% of the area median income (AMI). Currently, 61% of Atlanta Housing’s families make less than $17,224 annually – or an average of $1,435/month.

Located at 698 Oliver Street NW, The Proctor is strategically positioned in Atlanta’s historic English Ave. community, now the growing West Midtown neighborhood—a vibrant hub for education, employment, and entertainment. Residents will enjoy access to the city’s top amenities, including elite universities and a thriving job market. The property will also feature 10,000 square feet of ground-floor retail space, contributing to the community’s economic vitality.

This development aligns with Mayor Dickens’ ambitious goal of creating and preserving 20,000 affordable housing units over eight years. Atlanta Housing is proud to contribute to this vision, having recently surpassed the halfway mark of its 10,000-unit goal with 5,118 units delivered to date.

The Proctor also marks Atlanta Housing’s first financial closing using HUD’s streamlined Local, Non-Traditional (LNT)/Moving to Work (MTW) process. This innovative approach allowed the project to move forward with greater speed and efficiency, underscoring AH’s commitment to delivering results with urgency.

Construction on The Proctor is expected to be completed by May 2026.
